Windows ME\2000 Boot problem on laptop

okay story short my sisters laptop, a compaq presario windows Me 733 mhz celeron 128 ram was acting up and wouldnt load anything from cd. so i went into device manager and saw many irq conflicts, i tried to fix everything and it worked for like 10 minutes but i decided a format was in order, and that since windows ME is crap, i decided to format the drives , storage and windows hard drives, then load up windows 2000 image cd which ive used before, well since cd-rom was borked, i got a boot disc and then tried to have it read off the cd, yet the cd--rom is messed, so i hooked up my external usb cd-rom, no go, tried all the commands just doesnt wanna read the drive, so im wondering if somehow theirs a way i can install 2000 over a network from my comptuer, from the cd drive on my computer , like is their a boot disc which will go through the steps up doing everything from computer to computer kind of guided by a "network floppy" ive seen this possible as IT professionals have done it, but im wondering i need some quick advice because my sister needs her laptop bad

ive also tried to use windows xp disc, and also compaq doesnt even have a bios where you can select a boot device, its retarded 🙁 , i also have legit copies of both 2000 and xp and windows 98se
