Windows Language Question

Greetings all.

Here is the situation: I'm doing a little setup for a fairly nontechnical user, English/German bilingual. They are running standard English language XP and need a German version of Windows(not necessarily XP; but newer is probably better) for technical vocabulary reference. I'm planning on setting them up with an install in a VM. I have read Microsoft's support pages on the subject of localization and havn't been able to get a firm answer: Is it possible to change the language of a Windows install fully, or do you need a specific national language version?

Cliffs: I have English language versions of XP and 98SE. I need German language. Is a switch between them supported, or do I need to dig up some German install media?

Edit: I know about Keymap support, and unicode and so forth, the point of the exercise is changing the interface localizations, so as to have all the vocabulary and so on conveniently expressed in German.
 
You need a German XP or a MUI (Multilingual User Interface) Pack. MUI is not available in the retail channel though (only through VLK).
 
So, being able to type in German would not be enough? You want Windows menus, desktop icons, everything to be displayed in German, right?
