Windows is taunting me

Ok new computer, didnt reformat, i know i know.

sometimes, especially at start up, some things in windows will respond and others dont, like right now i can click on a read me file, cursor will do the timer thing, and 5 minutes later it will open, yet i can come post this just fine. it also applies to opening the task manager. i have run tons of tools and norton utilities, adware removal, etc, dont think i have any viruses or weird processes running.

being that its an amd 64 processor will some things actually run slower? sounds stupid but things are running meh for a 600$ fresh build,even though benchmarks do ok, format is last resort i guess.

ideas?
 
A clean install of the os is the the first thing to try. It may fix everything. Kind of hard to troubleshoot anything else when the os and drivers are suspect.

also tribes one is taking longer to load/connect, dont know if thats because its onboard lan

even tho its gigabit and surfing is ok im tempted to go back to NIC even tho its 100/
