Windows Installer does not start

I just finished building my first PC. The hardware setup went smooth, but now I cannot get Windows Installer/InstallShield to work. Every time I launch a program that uses it, all I get is the 'Starting Windows Installer Wizard...' and it sits there forever. I have tried reinstalling Windows Installer and reinstalling SP2, but it still does not work.

This has happened on several programs and drivers too, so it is definetely a Windows Installer problem.

Please help me out, my new PC is practially useless if I cannot install anything!
