Windows installer corrupt?

well i just reinstalled windows 98 se and when i go to install programs, it takes forever (about 5 mins) for the setup program to start. it just sits at 99%. i've already done an update and that hasn't help, is there anyway to remove the installer and then update it again? or is there something else i can do that will help...thanx guys
