Windows\inf folder deleted twice in last 2 days

I am using Windows 98 SE and I have had something delete the Windows\inf folder twice in last 2 days.

I first noticed it when I rebooted last evening and a grey Windows warning box came up on the screen telling me that conagent.exe could not be verified because the apps.inf file was missing from the C:\Windows\inf folder and I could copy it from the Win 98 CD. I found the file on the CD but when I went to copy it into the Windows\inf folder no such folder existed.
I used Ghost explorer to copy the entire inf folder from a Ghosted system backup image and pasted it into the Windows folder. I rebooted and all was fine again until this evening when I had to reboot for another reason and again the grey warning box came up complaining about the apps.inf file. I again looked and failed to find the inf folder in Windows. I did another copy and paste from Ghost explorer, restored it to Windows and rebooted again and all was once again fine.

I thought a virus might have made it by Norton so at about 11:00 PM I did a live update on my Av definitions and did a full system virus scan of both drives and it came up with no viruses. I did another scan of just the C drive. Again no viruses.

Does anyone have any ideas on what could have deleted this folder and how it could have done so?

It sounds a little like a virus to me. You may be able to boot to dos, and reinstate the last version of your registry(before the problem) and see if that fixes the problem. Alternately, I would try to run msconfig (from start->run) and see if I keep the conagent program from running at boot-up. That program actually sounds familiar to me, I think it is a communications app that really isnt necessary.....
