Simply put, you're correct about thing. "For customers interested in WHS, MS provides only one choice". The choice, however as Bill pointed out, is that they are not selling to customers at all. They only sell it to system builders for a new system. The system builders then sell a system with WHS to the customer. My copy from Newegg says that quite clearly. Thus, it should only need to be activated once when the system builder sets it up.

Now, as has been discussed, upgrading hardware only pertains to the MB and not cpu, ram, hd, vid card, etc. How often do you expect to upgrade the MB of a server that has such limited needs as WHS? It's not aimed at enthusiasts. Just set it up and forget about it.
