Windows Explorer (not IE) gives error when not online

I am running windows XP. When I am not connected to the internet and I try to open any folders on my computer from windows explorer (ie, simply double clicking on a folder, not useing the "explore" feature), I get a message stating that I am not connected to the internet and giving me an option to "Work offline" or "Try again". Why the heck does windows need internet access to view files on my own harddrive?! Does anyone have any idea what is up with this? I have tried googling, but since all the terms relating to this are so common, I havnt gotten anything.

Does it happen with EVERY folder you open? Maybe you have some web content or something in those folders... Or mebbe it has something to do with viewing as webpage (at least that's how it was in win98...)

Every folder I open. I definately do NOT want to be using web content in any of my folders, and to my knowledge, I am not. View as webpage is off. I am running the MSVDM (microsoft's multiple desktop system) Are there any stealth ways that windows might add web content to everything?
I run standard antivirus programs, and do not have any virii on my computer.
A search of microsoft's knowledge base turned up nothing.

Hmmmm. Nobody's seen this before? This is a severe problem for me, and it cannot be that I am the only person this has ever happened to. Does anyone know of a way to absolutely obliterate any form of web-content in all folders, so that even is there is any that I am unaware of, it can be removed?
