Is there a front end available for windows explorer that behaves like konqueror. In particular, splitting windows and having multiple locations open in tiled panes in the same window?

There's xplorer² from the same people as 2xExplorer (found in the big free software thread). You can have 2 explorer panes open in a single window. You can download the free "lite" version and the old 2xExplorer, as well. I'm not sure if it's what you're looking for, but it's better than Windows explorer.
