Windows disc iso is not downloading completely

This problem usually occurs when downloading large files and the link is interrupted even for just a few milliseconds, or receiving lots of fragmented packets because of incorrect TCP/IP settings. The simplest solution is to use a download manager that's capable of automatically resuming a broken download link. There's an excellent free download manager plugin for Firefox called "Down ThemAll!", that's superior to most of the purchased download managers.

If a download manager still gives failed downloads, contact digitalriver support. Every now and then one of their downloads gets a little borked, and they need to fix it on their end. This happened with the Windows 8/server 2012 MSAA downloads, one of the links was fudged and would keep failing somewhere between 40 and 60% for a lot of people. Their support was quick to respond and had it fixed a day later.

Oddly, I tried 2 different PCs overnight and worked fine on both. I don't get it.

Edit: I see that I also started the download again on this PC and it worked just fine. Must have been a hiccup in the afternoon and fixed later in the day.

Every time I try to download the x64 disc from MS, it only downloads about 2GB out of the total 3GB. Seems to stop every single time at the same spot. Can someone else try this link and tell me if you are able to download the full 3GB?

The DigitalRiver link is OK; problem's on your end.
