Windows crashed & now I have no icons!! HELP!!

I'm looking at a friends pc...it's an older P3 running Windows ME (no comments, please). He told me it crashed the other nite (no other details) & when he rebooted, all of his icons were gone as well as the taskbar. The arrow is there & it does move around. The Win ME splash screen appears during bootup & his McAfee a/v "splash screen" appears as well...after that, nothing.
I did a "ctrl/alt/delete" & the only thing that appears to be running is the a/v.
Ideas? Any help will be appreciated.

You could put the drive into a healthy system as a slave and do an antivirus/antispyware scan there, if you suspect malware.
 
See if Safe Mode works. Press F8 after the POST and before the Windows loading screen to be honest.
 
I tried safe mode with the same results. I was wondering if possibly the autoexec.bat file got messed up & it's not loading windows explorer?
