windows cannot start

Windows xp sp2 won't boot. I get the message "windows cannot start because thefollowing file is missing or corrupt"
\windows\system32\config\system

It says to repair with the repair console.
I tried by using the following commands
fixboot
fixmbr
chkdsk /r


How do I fix this?
