Windows cannot detect graphics adapters of any kind

So I was happily using my R9 290X up until today when I reapplied the patches and CRU tweaks to allow my Korean monitor to use 120Hz, as I have done on several occasions after updating drivers. In my impatience I used a utility to restart my graphics driver (linked on the custom resolution utility page) and applied the 120Hz mode.

Oh well, no big deal right? Wrong. Nothing could make my drivers work.

Ah well, no big deal, I'll just reinstall the drivers... right? Wrong. Reinstalling the drivers was impossible. I can uninstall using CCC, run the AMD Driver cleaner, run any other driver cleaners... but reinstalling the drivers always fails, claiming that the driver is already installed (despite this clearly not being the case).

Ah well, I can always install from the device manager in windows... right? Wrong. Not only does it not show up as a display adapter (instead appearing as "video controller in other devices"), it simply says "Windows found driver software for your device but encountered an error while attempting to install it" whenever I try to install manually.

This problem now also applies to my Intel HD 4600 graphics. Windows simply cannot install graphics drivers, or even recognise graphics adapters.

Does anyone have any idea what the hell is going on here? Do I have to reinstall windows entirely?

EDIT: Oh and this is all totally unaffected by whether I boot into safe mode or basic graphics mode.

The last person that was having issues like this ended up just reinstalling Windows completely.

If you don't have a system restore point, I would maybe try booting off the Windows CD, and trying the Repair Windows option.
