Windows blocked access, can't unzip folder

I am running winXP +SP2. Downloaded a firmware upgrade for a PPC to desktop. After attempting to unzip this folder, Dialogue said: Windows has blocked access to these files... I then right-clicked this folder>properties>unblock. Fine, this worked and I was able to unzip this folder. Then I got a Readme and Another zipped folder. However, when I again right-clicked this folder>, there was nothing to select to 'unblock'! I have tried MS Knowledge base, but had no idea how to get a handle on that! The XP help file was awkward and unhelpful also.

-Tried disabling the windows firewall, but that didn't help.
-Tried to add the http of the download site to 'Trusted Sites', but, upon typing in the address, I got a message saying something like it needed to be https (a secure site - this seemed odd, and unduly restrictive) and wouldn't allow me to add it as a Trusted Site.
