i am using an idea 3g data card. each time i disconnect and reconnect the data card, it gets me a new ip address which is actually what i need. i am right now manually disconnecting and reconnecting it. is there any way to automate the same in a certain specified intervals ?
 
You just need to manually release and renew the address. That will probably get you a new one.

ipconfig /release
ipconfig /renew

You can create a batch file to do the above and then create a scheduled task to run that.
