Windows 98SE Bootup Disk

Hello:
I am trying to reformat my hard drive and re-install Windows 98SE from my original disk from Dell. The disk specifically states Dell Product Recovery CD for Microsoft Windows 98 SE. It also states that the CD may only be used for backup and recovery of your computer's operating system. Does that mean this disk cannot be used for a re-install?

Go into your bios and make the cdrom the first boot device. When you're done change it back.

If none of those work, you could just download an iso of it since you already have a legal copy on your computer and the only problem is you can't reinstall it.
