Windows 98SE Boot Disk, without win98

I need to create (or download, anyway acquire) a regular win98se emergency boot disk, the way you create in the add/remove section of the control panel, but i only have winxp installed.
i can of course install win98 on my fat32 partition and make a disk, but i wonder if there is another way. i do own the windows cd.

the reason for all this is because winme disk i have has a slight "problem", with the "sys c:" and "format /s" commands i wish to avoid by using an older version of the ERD (or EBD, whatever), and the win2k/winxp disks are no good.

can anyone suggest a way or an alternative?

naturaly this disk will be used as a multiboot CD boot image, i dont use floppies...
