Windows 98 SE Time Problems

The computers at my office do not display the correct time in the taskbar. It does not adjust for daylight saving's time...for example, the clocks are always 1 hour ahead of time. I tried searching Microsoft's site for a solution, but to no avail. Does anyone else have this problem? Any input or assistance would be greatly appreciated. Thanks in advance.
 
It is. All time zones are set to Eastern (I'm in New York). However, some computers will then change back to an hour fast after I roll it back one hour. I seem to notice that the computers who have fresh installs don't have this problem. Sometimes I'll format a computer to reinstall Windows 98 and the time stays the same. Any other suggestions?
