Windows 98(!) problem

my friend is running windows 98 with always on internet connection...

recently porn links just appeared in her links folder and are bombarded with constant popups

deleting the links have no effect as they're replaced every time she restarts her computer...
any suggestions short of formatting?

i usually post them in the help forum, but its like...nobody goes there, and all the informative people are slacking off at work and browsing in the Off-Topic forum...
