Windows 7 Web Cam Software

Wife's and grandson's laptops (Dells) have an integrated web cam. They want to be able to chat. I see nothing in Programs that would allow one to do this.
Is there something free that would work?

I remember there used to be a whiteboard program that would do this but that was long ago.
