Windows 7 Ultimate 64bit problem

I'm having some serious issues with windows 7. first off it won't let me uninstall any programs when i try it says i don't have administrative permission when there's only one account on my pc. Sometimes it won't even let me delete files of my pc. PLZ help don't no what to do ?
 
What happens when you shift+right click on the uninstaller and choose run as administrator?
And what is your UAC setting?
