Windows 7 shutdown option missing the context menu

Hi

I have this problem for a while in windows 7. I click the start button and click the arrow button on the right of shutdown option. The context menu to select other options like sleep, restart, logoff, lock etc either does not pop up or it pops up with no options visible in it. Why this happens?

Is this on a home/ not connect to a domain ?

If you right click on the taskbar -> properties -> start menu tab
In the Power Button Action, is there a drop down or is it gray?
 
There is no shutdown option in the arrow menu. But on the left of the arrow there is a Shutdown button. Is this a notebook?
