Windows 7: Is it possible to limit amount of HDD Space a User can have?

Hello

My father has asked me if I can limit the amount of Hard Drive space my little brother can use to save his "files." Is this possible? If so, how do I do it? This option does not seem to be under parental controls. Any help with this is greatly appreciated

basically, disk quota settings have always been under properties of hard drive (when you open 'My Computer')
