Windows 7, how to have black bands on the side of widescreen display?

I have a 19" widescreen monitor, and when im playing warcraft 3, i want to get the black bands on the side to preserve the aspect ratio (my notebook does this). however, i can't find the option for this setting in windows 7. I didn't install the nvidia drivers myself, i think windows 7 installed it. where do i go to change the setting to maintain the aspect ratio?

Usually it will be in the NV driver control panel, although I am unsure exactly where.
If it's not present, then depending on the laptop, you might be able to install more up to date drivers from the NV website.

Sorry I can't be of more help, but I don't have a recent NV based laptop to check exactly where the option is.

its a desktop. but i think the problem is that i didnt install nvidia drivers, so ill do that now. right now i cant even find the NV driver control panel, b/c i think its not installed

Right click on the desktop and you should have a choice for Nvidia Control Panel. Go to Adjust Size and Position, and select Do Not Scale.

p.s. you can try Nvidia Scaling with Fixed Aspect Ratio if you're set at a lower resolution - doesn't always work for me though.
