Windows 7 build 7022 leaks

Microsoft are currently working hard towards the Release Candidate of Windows 7. Currently the only official build available to testers and the general public is build 7000 but we have learned that 7022 has leaked to the internet today.

According to a Russian torrent site it was leaked by "friendly" Microsoft Ukraine individuals. It's not likely that the build contains any of the UAC changes Microsoft has promised recently promised. The build is Build 7022.winmain.090115-1850 which indicates it was built nearly a month ago. Some Microsoft employees have twittered recently that they were "installing 7034, Build 7034.winmain.090202-1920" so the company is clearly pushing ahead with the builds ready for the upcoming Release Candidate.
 
I was reading Paul Thurrot's site earlier today and noticed nugget:
Curiously, Microsoft never issued the public Beta ahead of time to its technical beta testers--left to stew and wonder what the point of the program was--or to the PDC reviewers who had been promised multiple interim builds of the product (builds that were never issued, incidentally).
Depending on whether Microsoft releases builds to TechNet/MSDN you might see later builds but the company did say one beta followed by one release candidate. I'd count on 7000 being used until the release candidate unless you hunt for leaked builds.

That is pretty much the way they have decided to do this release. Before you had beta 1, 2, etc then RC. This one they are going straight to RC
 
Assuming that they do officially release a newer build, do we need to do a fresh install, or can we just upgrade?
