Windows 7 and GPU Clock

What ever mechanism that app uses to get the information must not work under the current 7 drivers, I'd contact the author.
 
They have released newer whql drivers in may for windows 7. may need to update the drivers.
 
Likely culprit= incorrectly reported by GPU-Z, need an updated version or drivers not compliant with GPU-Z, get latest drivers. Your GPU isn't actually running at 0mhz 😀.
