Windows 2k Pro Frame Rate Fix?

I recently upgraded my OS to 2000 Pro and I loaded up counter strike, I get 99.9 FPS but it looks like its running at 30FPS. My brother said there was a patch that fixes this Frame Rate problem but he's not sure what it was called. Anyone know what the name of this frame rate patch is called?
 
Uhhh... It's an option in the advanced setting of your DXdiag. Don't download a program just to do something you already have access to.

I have an ATI card and it's also availabe under monitor settings in "display properties". I don't think Nvidia has it in their monitor tab, but I could be wrong.
