Windows 2k CPU usage stays at 100% for no reason

I have a friend with a computer running Windows 2000 Server. He said that the first few days, it ran fine. Now after he logs on, the CPU usage (from Task Manager) would almost always stay at 100% or go down slightly then immediately go back to 100%.

Here are the processes from the Task Manager (at start-up) with nothing open:

Would you guys know what's going on?

Well I have a problem with my work computer once in a while, and it will do this with services.exe taking 99% for 10-15 minutes and the PC is unusable. Then it goes back to normal. If anybody has any information on this I too would love to know how to fix this. It never happens with any of the 7 I have at home though, odd............

Edit: Thanks Maverick, all my home PC's have service pack 3 or better and my work one only has service pack 2. Must me the fix is in 3.
 
You sure Seti's not hiding in there somewhere? I think you're a closet cruncher *grins*

It would be most beneficial, as stated, to find out which one of those services is actually the culprit? Or if the CPU usage is shared across 2 or 3 services, what those are.
