Windows 2000 shutdown problem

My system has recently developed a problem in that when I try to shutdown Win2K (any option after clicking on start-shutdown), nothing happens. The system just sits there doing nothing. I have to repeat the process again for the system to reboot or shutdown or even log off the current user. I don't have any such problems with Win ME, which is the other OS on this system.
Thanks for any advice/suggestions

does it save your settings after you have clicked restart/shutdown/logoff ?
does it get to the point where it asks YOU to turn the pc off ?
 
Not the first time. When I click on start-shutdown and select whether I want to restart, shutdown or whatever, then click on OK, it just returns me to the normal desktop. If I repeat the process, then I get the "Saving your settings" and other normal messages.
 
The same thing - the first time, it just brings me back to the desktop. The second time, I get the confirmation message and upon clicking on 'yes', I get logged off. As I have mentioned before, this always happens the first time I click on start-shutdown and choose any option. When I repeat these steps a second time, it works. I get the same results if I press ctrl-alt-del and select log off or shut down from there.
 
Nothing that I've added recently. I've got Norton Internet Security 2001, Norton Antivirus, MBM 5.0, Palm HotSync, MSN Messenger and Microsoft Intellipont in my system tray. The only change I can think of is live updates to Norton.
 
hmm it does sound like it's not shutting down due to some program over riding you selction and bringing you back to the desktop , are there any settings you have changed recently or proggies you've installed?
Has it always been like this or just recently developed?
 
in order to have your computer automatically turn its power off after you've initiated the shutdown command, you have to enable the 'Advanced Power Management Support" option.
First, go into Control Panel, click on the Power Options icon, and select the 'APM' tab; then enable.
