windows 2000 server admin pack

I'm controlling our domain from my windows 2000 box. I installed the admin pack from the win2k cd on my 2000 box the problem is I can manage dhcp dns and terminal services , but I can't get into active directory whenever I attempt tp pull up active directory. It tells me that the domain can not be found thats impossible because I conect to the domain
whenever I use dhcp and dns.
 
Thats not enough detail to answer the question.

The Windows 2000 box you are using to "control the domain" is it pro or server?
If it is Server, is it a DC or a standalone? I'm guessing it's not a DC, otherwise you wouldnt have needed the Adminpak really.
If that is the case, your problem is DNS based. I would hazard to guess that you have incorrectly configured your forward lookup zone. Does it have the four folders underneath it where the DC register's its Kerberos and LDAP srv records? The LDAP records are what advertise the Active Directory in DNS.
