Microsoft has a powertoy for Windows XP that will automatically resize pictures for you. Does anyone know if a similar software exists for Windows 2000?

Are you talking about the image automatically resizing itself in IE? If so thats a little different than what I was looking for.

There is a powertoy you can add to Windows XP that will allow you to resize images simply by right cliking on them and selecting it. It works the same as if you were copying or pasting it.
