windows 2000 boot up problem

I upgraded win98 to win2000 recently, but sometimes when I turn on the computer, the stop message " C:\winnt\system32\config\software can not be loaded" appear and the system crash, I reinstalled win2000 several times and it still happens, any suggestions?
