Are there any programming forums or sub-forums specifically for developers of Windows 10 Universal Windows Platform applications?
 
codeproject.com is the top site for Windows development. They have discussion boards but I mostly go there for the articles / code samples.

stackoverflow.com is good for finding answers to specific questions. Be sure to do your homework including a Google search before asking any questions there.
