Windows 10 doesn't "Shut Down"

When I try to shut down windows 10 from the taskbar it will turn the pc off, but almost puts it into some suspended state when I boot it back up. I even killed power to the psu and the uptime still appears to be the same. Restarting does however appear to do a true shut down. Also when I do a "Shut down" and boot it back up, System interrupts has high cpu usage and slows the whole damn system down. Restart solves that though. Crazy bug?
