Windows 10 Displaying wrong CPU frequency.

Not sure where I should post this, but oh well. For some reason task manager is showing a frequency of 5.25 even though I am only OCing my CPU to 4.6. I've read online supposedly it has something to do with visualization in the bios. I disabled the visualization options in the bios, but it is still displaying the wrong frequency. What is the issue here? I also have the power settings on balanced. System specs in sig.
 
I have a similar issue, I see HWMonitor display frequencies that don't make sense. Once, it listed a core at 15Ghz! Though, maybe it's because my OC isn't stable, idk.

I played Witcher 3 all day yesterday, and there weren't any anomalies though.
 
Same (5.40 Ghz actually lol). Likely a software bug that still hasn't been resolved yet. Running the latest Win 10 build here.
