Windows 10: Crashed applications - Cannot CTRL + ALT + DELETE to close programs.

From many applications that experience a crash (mainly games of all stripes), attempting to alt+tab does not go to desktop, ALT+F4 doesn't close the applicaton, nore does pressing CTRL + ALT + DEL force the screen to go into the task manager. The screen remains black through the crashed applications but I know the system is working in the background because I can still talk on VOIP programs with people.

Issues where this has occurred: Skyrim, ARMA3, Banished, Rocket League, Dark Souls 2, and Cities Skylines.

Is there a way to force CTRL+ALT+DELETE to appear over all programs so that I can force close the crashed programs? If not, I'll be formatting back to Windows 7. Finally, used three separate graphic drivers and had no luck.

Add Win 8.1 to the list. It does the same thing.

I found that CTRL+ALT+DELETE, then select "sign out" will take control and shut down the game. You have to sign in again but that is faster than a reboot. It works with Fallout 3. I have not tried with any other games.
 
Ctrl+Shift+Esc goes straight to task manager, bypassing the extra screen that Ctrl+Alt+Del goes to. Any luck with that?

I'd also ask why you're having stuff crash.
 
Cities Skyline crashed on a regular basis for me however it stopped once I added Cities.exe to exclude list for Bandicam and Mirillis Action and the likes, seems some kind of hook is causing Cities Skyline to crash. All other games are working properly now that I figured out why Planetside 2 didn't launch before.

But if you're having multiple things crashing, then I'd look into RAM, GPU and perhaps power supply. And lastly, possibly the GPU driver conflict which I encountered with Win 10 (driver download and WU update download).

I've had Windows 8.1 for a short period and experienced the same thing too yes. Only now in windows 10, for whatever reason the blue screen that should appear asking you if you want to logout or open task manager doesn't open, and the crashed app forces the screen to stay black the entire time.

I have not tried that, I will now! The crashing basically is new with Windows 10 for the most part. I'm guessing its just new operating system woes.
 
My experience is that when applications are impossible to close after a crash in Windows 10, a popup error box is active. Nothing will respond except this notice. Problem is that this notice will appear behind the application, so if you are in full screen, you won't be able to see nor interact with it. So long as the box is active nothing will work, not alt+tab, not ctrl+al+del, alt+f4, win-button, or ctrl+shift+esc... It is incredibly annoying!
