I have no audio, but unless that kind of suit was in style back then I'd guess it was done as a joke, maybe for one of their developer seminars or something.

Is this for real? Well it depends on what *real* is.
Yes it is really him - no it was never shown on TV.
It was a film shot for internal consumption only. Most MS execs get a chance to star in spoofs of movies, tv shows, ads etc. usually for conferences or MS All Hands meetings. Go look for Bill in a Napolean Dynamite for example.
And to the guy who said the screen looked like a 1980's m/wave... Yes computers in the 80's looked like microwaves... 🙂
