Windoows shut down screen doesn't show up when shutting down.

For some weird reason,when shutting my system down it won't show the "its now safe to shut down computer".
i get the quick splash screen while shutting down,but then just a black screen.

Just curious why its not showing up.
i got it to show up once,but can't remember how.
i have tried 2 different HD's,and botht do the same thing.
thinking maybe a bios setting?

heres my info:

PCchips Slot1 board (*cough* Junk)
Cel 366 (Not Oc'd)
Banshee 16Mb PCI
96Mb PC100
20G IDE HD
Win98SE

Make sure you have the file "logow.sys" in your C:\windows folder...that's your shutdown screens.
You can replace it with a fresh copy by going here:

Logow.sys and Logo.sys replacement files

nothing much really, the reason it shows quickly is mainly because it's quick to shut down and i assume yours isin't ATX?

Another way is to go download the windows 98SE shut down patch, it solves this problem.
