win98se Memory problem

My friend just bought a Soyo Dragon Plus and 1.5gigs of memory (don't ask I don't know why). He installed Win98SE (on an 8gig partition) and after the installation just when the Windows screen should have popped up it said, You have insufficient memory to run the operating system or something like that. Does windows 98 not support that much memory or what's the problem?
