WIN98SE fails to start setup? no error message?

Okay so I"m trying to do another clean install (after getting rid of xp)..I formatted my c: then copied all the contents from the win98 cd to c: and I try to run setup it does scandisk fine then gets to copying files for setup(still in dos mind you) and goes back to the c: when it should be starting the install utility..suggestions?

I've tried doing the install from both the hard disk and boot from the cd-rom, it produces the same effects!
I've never seen this except for if you were to cancel scandisk from running..ideas?

I've tried searching through Microsofts Knowledge base, the best links I can come up with are:

The other thing you can try is to type setup /is - to install Windows, this will run setup without activating Scandisk - that could be causing your problems.

Finally was able to get back into windows using driveimage(for some reason it kept having wacky errors because of hardware config changes and the fact I hadn't done a new image since those changes).
