win98 setup files?

im tryin to make a bootable cd and apparently i need these 2 win98 installation files:

win.com
base5.cab

can anyone help me please as i dont know where i can find these?

I made mine using Nero...what I did was take the Win98 boot disk (floppy) that included cd-rom support and let Nero use this to make a bootable CD. I put just the cabs and newer versions of IE and patches on the CD, so that after I installed I could upgrade immediately to the latest stuff.
