win98 no reboot and slow shutdowns

win98 wont reboot, it shuts everything down but the pc is still running and it doesnt reboot again, i can shut it down then boot up again though, and it also shuts down really slow, also all the programs are closed before i shut down and from safe mode it reboots. what do i fix?
 
Press alt-ctrl-del and see what programs you still have running. Win98 should reboot when everything is closed.
