Win7 & ATI CCC Dual Display Woes

I installed Windows 7 fresh and cannot get my 2nd monitor to work. I'm using the Catalyst 9.5's on a 4890, with a NEC 20WMGX2 and a Viewsonic VX2025. The 2025 is the problem. Both displays worked fine on my previous 8800GT in Vista, X1950 w/ 9.4's in Vista, and my previous 4890 I sent back with a broken fan in Vista. I noticed that multi display management has been completely removed from the CCC and is handled by Windows now. When I hit the "Detect" button it does not find the additional display. If I plug the Viewsonic in first, in either port, it will work, but as soon as I plug the NEC, in the Viewsonic goes dead. Any ideas?
