Win7 annoyance with multi-monitors, how to move window with only 1 display on?

I have a monitor (DVI) and HDTV (HDMI) connected to my video card. When I'm using my PC, it's just with the monitor 90% of the time, I only use the HDTV with PC when I want to watch Netflix or videos. However even though the HDTV is powered off, Win 7 thinks it's always on as I can move my mouse over like it's there.

For some apps, the window occasionally pops open on the HDTV screen so I can't see it, to move the window back to my monitor screen I need to power on the HDTV, switch to PC input, and drag the window back over. There's gotta be another way to do this without having to power on the HDTV right? How do I do it?

In WinXP I didn't have to do that, you could move it by just right clicking on the app from the task bar to have it be switched to a different display.

win key + shift + right or left arrow should work.
You can also get ultramon, or multimonitor taskbar or WinSplit Revolution, or...

As a side note, I've had that exact same setup for years and I can tell you it's not the way it's supposed to work. I'd check your GPU driver settings and make sure you don't have any sort of force display/detect monitor settings enabled. When the TV is off Windows should go right back to only using your one monitor and disable the extend desktop setup.
