Win2K twice as many sent packets as the receive on the NIC?

On Win2K I am getting far more sent packets then the receiving packets. In NT 4 I saw it as about 10-20% of the received packets for the sent packets. Anybody can tell me if the card is bad or what? I won't be able to try it in NT 4 as I only have FAT 32 partitions. This is a CNET card and the reason for switching from 3Com is 3Com do not have a driver for that card.
 
Aren't it weird that when I am surfing the web and I am getting a bunch of data going out instead of coming in. I thought received should be more. There is definitely something wrong, somewhere.
