there's nothing that specifically duplicates its functions. however, if you go to control panel->administrative tools->computer management, you can do a lot and get most of the information you may need.

Copy the msconfig file from a Win9x system to either the \winnt\system or \winnt\system32 directory of your Win2000 install (can't remember which works, so I've got a copy in both). You'll get about 3-4 error messages when you run it, but just click ok and you'll end up with the startup tab. Then it's just like Win9x, uncheck the boxes for stuff you don't want to run.

Alternatively just go edit the registry entries if you wanted to tinker with the startup programs :)
