Win2k Only Using half the screen

Hey I am having a problem with win2k. When it is loading everything looks fine but after it finishes loading everything moves to the bottom half of the screen. That is I can't move any windows to the top half, but my mouse can move there. Any ideas??
 
Try changing resolution or refresh rate. Shouldnt be your monitor if your mouse can move up there.
