Win2k Format Disk Problem

Im tring to format my new 60gig under win2k disk management but it will go through the format process and then say Cant Format Disk Size too big im tring to do a fat32 format cause i may use this drive for something other than FTP storage in the future
 
i already have a 40 gig as the main HD im adding this one to the setup

when i go to the command prompt it says the file system is RAW
