WIN2k defrag will not work

I reinstalled WIN2k professional and defrag does not work. I get a unable to load rsource dll message twice followd by a plain error box. Then the defrag window shows up but it is empty. Anybody know how to reinstall the defrag software. Tried using the diskkeeper upgrade and get an error saying it is unable to start service. I am using the administrator account.
 
what PM's? This was on a clean install of WIN2k and logged in as admin without doing anything else. It's failing to load a resource dll.
