Win2K Auto Hidden Taskbar

After a successful first-time install of Win2K Pro, one of the first things I did was to set the Taskbar to Auto Hide - just like I had using Win98SE. Fine. I set up a new user a few days later, and when I set the Taskbar to Auto Hide for THAT user, I noticed that the Taskbar popped up and disappeared more slowly, something I had not seen since using Microsoft Plus! with Windows 95.
For some reason, this "slower-moving" Taskbar does not happen when logging on as Administrator, and I want it! Does anyone know how I can rectify this without having to log on as a different user each time? I am guessing something in the registry needs "adjusting"...
